Release 3.1	Support for CICS Transaction Server for VSE 1.1 and above has been added.
	Support for CICS/VSE releases prior to 2.3 and CICS/MVS releases prior to 4.1 has been dropped.
Release 3.0	CICS/Morning News is year 2000 compatible beginning with release 3.0.
	Release time can be specified to determine when a news item is available for viewing.
	Priority can be assigned to each news item.
	Userids and/or Opid can be specified in the exclusion list.
	(Optional) The exclusion list can only be used during the signon process.
	The Signon program has been enhanced for compatibility with CICS 4.1 and up.
	(Optional) Added the feature to only view the news items created or changed since the last time the user accessed the news system via the signon process.
